Dona J. Wishart

Dona Wishart is proud to be a “Michigander” having been born and raised in the Saginaw area before migrating to northern Michigan where she now lives in the community of Gaylord, fondly called the “Alpine Village.”

Dona is a graduate of Michigan State University. She is employed by the Otsego County Commission on Aging. Along with her work in the business world of aging, she volunteers for the Alzheimer's Association and is a public servant in the State of Michigan. Dona served as a Commissioner on the Michigan Commission of Services to the Aging from 2003 to 2005, and as a council member on the Statewide Independent Living Council.

Dona is married to husband Bill, and enjoys with delight the antics of three adult stepdaughters and two sons-in-laws. Dona is also a family caregiver to her mother.

When Dona is not working or providing care to her mother, she enjoys reading, writing, the arts, activities in the out-of-doors, and travel.

To know Dona is to know a compassionate person who is a strong advocate, dedicated to helping and caring for others, particularly older adults and family caregivers.


Arnold J. Morse


The Executive Director of the Otsego County Commission On Aging, Arnie Morse comes to us from a background of private sector corporate management, practicing the basics of quality and learning organizations.

Along with management partner Dona Wishart, they have developed a full spectrum of state of the art older adult services for Otsego County, Michigan. The agency, while a public organization, is administered and managed on the precepts of private business.

Morse resides in Northern Michigan with his wife, Judge Patricia Morse, frequently visiting two grown children, residing in other areas of the country.
